Captain Anthony Patterson

President and CEO

Capt. Patterson's marine simulation background includes serving as the Director of the Centre for Marine Simulation at the Marine Institute of Memorial University from 2000 to 2007. Prior to arrival at the Marine Institute, Capt. Patterson was an officer in the Canadian Coast Guard with a seagoing background and a senior staff officer in Canada's maritime search and rescue program.

He is a graduate of the Canadian Coast Guard College, holds a diploma in Nautical Science, a Coast Guard Command Certificate, a Master Mariner's Certificate and a Bachelor's Degree in Maritime Studies.

Randy Billard

Executive Vice President and Chief Technical Officer

Randy Billard is responsible for leading VMT's team of engineers and computer scientists in the continuous development of small craft simulation technologies. As technical lead of project development, he is responsible for overseeing simulator hardware and software integration, mathematical modeling, graphical modeling, quality assurance and project management.

As an original founder of VMT, Mr. Billard has focused on the growth of the technology and the company, and is actively involved in the ocean engineering and simulation R&D communities. Mr. Billard is a P. Eng, holds a Bachelor’s degree in Mechanical Engineering and a Masters Degree in Ocean and Naval Architectural Engineering from Memorial University of Newfoundland.

Captain Philip McCarter

Vice President Accreditation and Marine Affairs

Capt. Philip McCarter's is responsible for ensuring that VMT's simulator's are accredited by recognized organizations and meet or exceed, where required, STCW '95 requirements. Assessing training systems that utilize simulation as part of a competency based assessment program is a focus of attention and expertise. He also is involved in curriculum and instructor station development.

Capt. McCarter's maritime background includes serving as the International Safety Management Code's Designated Person Ashore for a ship management company from 2000 to 2009. During this period he also assumed the role of Company Quality Management Representative under the ISO 9001:2000 scheme and Company Security Officer under the International Ship and Port Security Code.

Prior to this, Captain McCarter was a senior instructor at the Marine Institute of Memorial University. Capt. McCarter was a Master in the Canadian Coast Guard with a seagoing background serving on search and rescue, ice-breaking, cable laying and buoy-tending vessels. He is a graduate of the Canadian Coast Guard College, holds a diploma in Nautical Science, a Master Mariner's Certificate, a Bachelor's Degree in Science, a Bachelor's Degree in Vocational Education and a Master's in Laws degree specializing in International Law of the Sea, Admiralty Law, Carriage of Goods by Sea Law and Marine Insurance Law.

Tyler Brand

Director - Training Services

Mr. Brand joined the Company when his mariner training company, SMT, was acquired by VMT. As a marine training consultant, he worked with international clients to design and conduct operational training in security, interagency coordination, and search and rescue.

Prior to joining VMT, Mr. Brand was also a Search and Rescue Training Officer for the Canadian Coast Guard Pacific Region and instructed at the Canadian Coast Guard's Rigid Hull Inflatable Operator Training School. In total, Mr. Brand has 20 years Canadian Coast Guard experience. He also holds a degree in Neuropsychology from the University of Victoria.
